The educational component of the Project - capacity building in the field of education – is aimed at overcoming informational and educational barriers that hinder the implementation of energy efficient technologies in the construction sector, an effective and energy efficient operation of buildings.

It is expected that the main result of this Project component will be the mass training of specialists in the field of energy efficiency and the development of competence on this subject to the entire population, starting with children's age, which, in turn, will serve as a basis for overcoming primarily technical (technological) barriers, and followed by, normative (legal) and economic barriers.

The Project is developing a system of continuing education in the field of rational use of energy, based on the unity of educational space of the Russian Federation and the continuity of the main educational programs of elementary, elementary vocational, secondary and higher vocational education in compliance with the principle of continuing training at all levels of educational process.

Training modules and educational-methodical complexes were developed for the implementation of this continuing education system:

-elementary school students -a training module "How to save electricity at home"(grades 2-4), and an elective course "School of energy savings” (grade 3);

-secondary schools and institutions of secondary vocational education- an educational module on industrial and domestic energy efficiency;

- institutions of secondary and higher professional education-an educational-methodical complex of the discipline "Fundamentals of energy saving and energy efficiency" for different areas of training. A set of 8 manuals was developed and published within the methodological support of the discipline.


The developed educational materials have been piloted at educational institutions of the Arkhangelsk, Pskov, and Vologda regions, Kaliningrad and St. Petersburg. A broad introduction has begun in the educational process of secondary educational institutes of the North-Western Federal district.

All training materials developed under the Project are publicly available.

Development of the master’s program "Energy Management" in the direction of "Management" with a network form of implementation, is in its final stage , as well as the formation of educational-methodical complexes on disciplines and recommendations for inclusion in the curricula of different areas of highly qualified personnel (postgraduate) training courses, which reflect current trends in the field of energy saving and energy efficiency.

One of the main features of the master program "Energy Management" is that it is designed for both: bachelors technical training areas, and graduates of bachelor's program on the enlarged group "Economics and management". The first of them will receive the second higher economic education, and the second will understand the peculiarities of economic evaluation of energy-saving technologies. The training on this education program will begin in September 2015 at the Saint Petersburg Technological University of Plant Polymers.


The establishment of an Inter-regional training center has begun for professional training and retraining on energy efficiency. An inter-regional network of branches for vocational education, using distance learning technologies, and dissemination of knowledge, is also being established in order to build educational capacity and address information issues, prepare and implement proposals to improve energy efficiency and energy savings, and form an unified environment for the dissemination of a new knowledge in the field of energy efficiency. As part of this objective, training modules are being developed, with elements of distance technologies, and combine combine the best practices in the field of energy saving and energy-efficient design and operation of buildings and residential complexes for different target groups: professionals, students, schoolchildren, the active part of the population, and pensioners. The training will be provided mostly remotely through the implementation of the principle of network learning. This system will allow anyone in any part of Russia to gain knowledge in the field of energy conservation in their region. The broadcast is planned to perform both- online, and view mode of pre-recorded lectures.


The results were presented to experts and the expert community in the reports of the Project representatives at conferences, seminars, and forums on energy saving and energy efficiency, where they were highly commended.

A large number of educational institutions and centers for energy efficiency and energy conservation from Kaliningrad to Vladivostok showed great interest in the developed training materials and their implementation experiences, and expressed a readiness to cooperate with the Project on energy efficiency training. A number of cooperation agreements with educational institutions were concluded.

Thus the establishment of an effective continuing education system, in accordance with the Project document, in the field of rational use of energy resources, is being completed.
