|November 2016. ENES 2016|
Three panel discussions, which brought together more than 300 participants, four awards ceremonies and saturated work of the collective booth of the UNDP – these results completed a major participation of the UNDP in the Fifth International Forum on energy efficiency and development of energy – ENES 2016 – which was held in Moscow on November 23-26.
On the first day of work, the Forum attracted about 6,000 visitors, including Russian and international professionals in the field of energy development, researchers, representatives of business, who were able to get acquainted with the results of project on energy efficiency in Russia, which is being implemented by the UNDP with the financial support of the Global Environment Facility (GEF).
Within the work of the booth project managers presented the results of the 8-year program "Energy efficiency in Russia," which includes three areas: (1) promoting energy efficiency in lighting; (2) improving energy efficiency in buildings in the North-West of Russia; (3) reducing greenhouse gas emissions through large-scale market transformation towards energy efficient appliances through the phased implementation of standards and labelling energy efficiency.
In addition to presentations of projects in the field of energy efficiency, including a friendly country offices of the UNDP, in particular in Belarus, the work of the exhibition grounds included an interactive table, created with the support of Project the Ministry of Energy/UNDP-GEF "Transforming the market for energy efficient lighting", which helps to know the level of implementation of energy efficient technologies in street lighting in the Russian regions. Clicking on the region, a visitor received an appropriate information.
During the three days while the booth worked, great interest called a 3D video tour. Wearing glasses, a visitor could feel in a virtual three-dimensional reality, making a tour at energy efficient home and getting acquainted with energy-efficient solutions that have become possible through the implementation of the UNDP-GEF Project "Building energy efficiency in the North-West of Russia".
In addition to available at the booth, informational materials, numerous visitors of the forum were able to recharge their mobile gadgets on a stand, created under social campaign "A class is a way of life," aimed at raising awareness on energy efficiency labelling and education on rational consumption, implemented with the support of the Russian Ministry of Education and Science/UNDP-GEF "Standards and labels for promoting energy efficiency in Russia".
The Minister of Energy of the Russian Federation, Alexander Novak and Chairman of the Board "MC "ROSNANO," Anatoly Chubais visited the exhibition space of the UNDP. The special interest was given to the experience of using the EMIS software, which helps to monitor energy consumption on objects of budgetary sphere. The EMIS was launched in one of the pilot regions of the UNDP-GEF Project "Building energy efficiency in the North-West of Russia," in the Pskov region. The EMIS data collection tracks energy consumption monthly, daily and minutely, controls and accounts energy resources and helps to eliminate leakages and accidents at heating main in a proper time.
About 150 participants participated in a panel discussion, jointly organized by the Ministry of Energy and the UNDP "New quality of lighting – the best investment in the cities' quality of life," where the initiatives to upgrade the cities' lighting system in Russian and foreign cities were presented, as well as the prospects for international cooperation at the city level.
On the second day of the Forum, on November 24, panel discussion was opened by Anton Inyutsyn, Deputy Minister of Energy of the Russian Federation, and Olivier Adam, the Deputy Regional Director for the Regional Bureau for Europe and the CIS, where issues of international cooperation in the field of energy efficiency in the context of the results of the implementation of partnership programs with participation of the Russian Federation, the Global Environmental Facility and the UNDP were discussed.
Mr. Inyutsyn noted that, despite his tight schedule, he could not miss the discussion of the results of joint efforts of Russia and UNDP with the financial support of GEF on energy efficiency, emphasizing the understanding and increasing of practical experience.
Olivier Adam stressed the importance of the joint efforts of the UNDP and Russia, as a result of which, it becomes possible to upgrade the lighting on the streets of Russian cities with using energy efficient technologies. At their homes Russian use energy-efficient solutions, and the choice preference of customers for energy-efficient appliances becomes more conscious.
A separate panel discussion, organized by the UNDP, was devoted to the discussion of new funding opportunities in the fight against climate change with the aim to improve energy efficiency in Eastern Europe and Central Asia. Armenia, Kazakhstan and Belarus shared their experience.
The specificity of international funding mechanisms was presented by Benoît Lebeau, Executive Director of the Secretariat of the International Partnership on Energy Efficiency Cooperation (IPEEC) and Vladislav Arnaudov, Manager for international projects, Deloitte Tohmatsu Financial Advisory (Tokyo).
The ENES-2016 Forum provided a perfect opportunity to present the results of the program implementation in the field of energy efficiency in Russia with the support of the GEF, assist in transfer of knowledge and experience based on the achievements and initiate discussion of new funding opportunities in the fight against climate change with the aim to improve energy efficiency in Eastern Europe and Central Asia.
