ENERGY MANAGEMENT INFORMATION SYSTEM IN THE PSKOV REGION Print

Currently, the UNDP/GEF Project team "Building Energy Efficiency in North-West of Russia" together with representatives of the Pskov region Administration, provide the establishment of an energy management system in the budget sector of the Pskov region. The purpose of this work is the creation of an energy management information system (EMIS) at the level of the Pskov region, allowing the Administration to implement the following objectives of the state policy in the field of energy efficiency: comprehensive energy audit and mentoring; accounting of data traffic control for individual consumption and control of building engineering systems; automation of the monitoring process for implementation of regional and municipal energy efficiency programs; automation of the creation and processing of energy passports for HCS facilities; energy resources conservation of all types; identification of excessive energy loss and accident prevention; monitoring compliance with the quality parameters and the delivery mode for energy resources; calculation of investment programs for energy supply companies.

Within the first stage of work on establishment of the EMIS, on June 8, 2015, the UNDP/GEF Project team organized a meeting with representatives of the Pskov region Administration- the State Committee on Tariffs and Energy. The main subject of the joint meeting was a discussion on the EMIS implementation in the Pskov Region, in accordance with the planned stages of work, as well as a discussion on the existing system of energy resources administration in the public sector. Following the meeting, the schedule of work was approved. In the first stage, the Project regional coordinator also interviewed representatives of public institutions, as well as representatives of the Committee on Tariffs and Energy of the Pskov region for initial data collection of the current system of energy resources administration. The scheme of accounting and administration of public institutions energy resources has been constructed and detailed based on acquired information. The figure shows the current EMIS of budgetary institutions on the example of an object belonging to the Health Committee.

On the municipal level the energy management information system on can be defined as a set of strategic and practical measures with the purpose of achieving sustainable and efficient energy consumption and include both- organizational and technical measures at facilities, managed by the city administration.

The main advantage of the EMIS introduction is a potential for reduction of energy resources consumption in the municipalities, which ensures the rational and efficient use of resources, and a favorable environment in the city. The EMIS gives a general idea about the energy flow of the municipalities, and how much and in which areas of the municipality (public sector buildings, transport, residential buildings, services, production, etc.) energy is consumed. The system consistently tracks and controls the consumption of energy resources for each of the municipal administration objects, and responds quickly to various changes of energy consumption and adjusts it, depending on the time of day, season and weather conditions. Analysis of dynamics and rational use of heat and electricity on objects of the budgetary sphere is a defining factor in the energy management system basis.

The formation of the EMIS will provide a sustainable mechanism, to achieve sustainable and efficient energy consumption of budget buildings in the Pskov region.
