The establishment of an urban energy resource management system
The team of the UNDP-GEF Project "Building energy efficiency in the North-West of Russia" presents the results from their work on creating a system of urban management of energy resources in the Pskov and Vologda regions.
The manual provides guidance and practical steps for the implementation of the system at the facilities under urban governance. The system has been actively implemented by the Project since 2015 and allows the Administrations of the Pskov and Vologda regions to implement public policy objectives in the field of energy efficiency in the housing sector.
It is possible to trace the development of urban energy management from the example pilot sites in stages to learn the nuances of the profession of energy manager and review the main tool of its work: the information systems EMIS.

The system of continuous education in the field of energy efficiency
The UNDP-GEF Project "Building energy efficiency in the North-West of Russia" implemented a package of tasks for the development and creation of a system for continuous education in the field of energy efficiency from 2011 until 2017. Educational programs implemented within the Project assumes a training since the youngest school age and applies to general and vocational secondary, higher (undergraduate, graduate, postgraduate) education, and also includes a training module for seniors and residents of apartment buildings.
The manual clearly illustrates the process of creating a system of continuous education in the field of energy efficiency, development of training modules, courses and programs, and everything else published in the Project books and manuals.

Energy efficient technologies for new construction and capital repairs
With consulting and financial support of the UNDP-GEF Project "Building energy efficiency in the North-West of Russia," two pilot demonstration constructions were implemented of new apartment houses, built under the program of resettlement from dilapidated housing by the Housing and Public Utilities Reformation Support Fund in the Novgorod and Pskov regions, and energy-efficient capital repairs were performed at two objects of the social sphere in the Vologda and Pskov regions.
The publication includes a description of the implemented energy saving measures, as well as data obtained as a result of the calculations and monitoring of energy consumption on pilot sites.

A workbook for conducting homerooms on the subject "Fundamentals of energy saving" for the students of the 5th–9th grades
The Project developed a workbook for homerooms on the subject "Fundamentals of energy saving" for the students of the 5th–9th grades. Workbook, which is a part of teaching materials will help to provide students with new knowledge and concepts about:
- What is energy?
- How to save water?
- How to compare sources of light?
- How to make an apartment low energy?
- How to calculate the cost of electricity?
The workbook is filled in the classroom or as a homework and stored in the school. There is a table at the beginning of the workbook: "Your ecological footprint," which students fill out in each class, the ecological footprint is determined on-line via the website www.wwf.ru. Also this table records information about topics of study and homework.
Information and methodological materials for conducting homerooms on the subject "Fundamentals of energy saving" for the students of 5th-7th grades
The Project developed methodological materials for teachers, "Fundamentals of energy savings" for the students of the 5th-7th grades to ensure continuous education for students in the field of energy conservation. The use of teaching materials at the lessons on energy conservation will help a teacher to plan the lesson properly and to implement successfully a training course developed by the Project. The training materials include a theoretical part, which will allow students to acquaint with new concepts, recommendations on conducting lessons, and a practical part, which includes a description of activities and tasks.
Classes are developed for up to six cycles of three lessons each.
