Pskov Region Administration


The Pskov region (Pskov Oblast) is situated on the north-west of the Russian Federation. It covers territory of 55 sq. km,  including 2100 sq. km of lakes. The main location specific is external borders with Belarus (305 km), Estonia (270 km) and Latvia (214 km). 
The distance from Pskov to Moscow is 689 km, to St. Petersburg - 280 km.
The population of the Pskov region is 688,6 thousand inhabitants (2010 Census results). The largest cities: Pskov (191 800 citizens), Velikie Luki (98 300), Ostrov (23400).




Vologda Region Administration


The Vologda Region (Vologda Oblast) is located in the north of the European part of the Russian Federation. It is one of the largest regions in the country and covers almost 1% of its area (145,700 m2)

The population of the Vologda region is 1136717 inhabitants (2010 Census results).

The region is devided into 26 municipal districts and 2 urban districts: Vologda (administrative center) and Cherepovets (major industrial city).

ISEDC promotes principles of sustainable energy development in the following fields:

  • universal access to energy, humanitarian aspects of world energy development;

  • development of renewable energy sources (RES);

St. Petersburg Construction Committee

Vologda State Technical University


Vologda State Technical University (VSTU) — is one of the biggest technical university of the Vologda Region.

The University history dates back to March 1, 1966. In 1999 the educational institution obtained the University status.

The University strategy is VSTU development  as a regional educational-scientific-innovation center based on deepening of educational and scientific, humanitarian and natural science intergration processes and on development of science-pedagogical schools. The main objective of VSTU is to prepare competitive and high qualified specialists in accordance with demands of personalities, employers and the state.

Today the University is a specialized center providing training and retraining on the principle of continuous multi-level system.

The spectrum the university’s educational programs allow integrated training of Bachelor’s and Master’s Degree students at 9 faculties: Chemical Engineering, Environmental Engineering, Power Engineering, Mechanical Engineering, Automated Process Control Systems, Management, Cultorology and Industrial design.

Since 1931 the University has trained more than 40 thousand graduates. A significant part of the engineers in the pulp and paper industry, fuel and energy complex, many companies in other industries in Russia and CIS countries, are graduates of the University.

Many graduates are the heads of companies, famous not only in Russia but also in the world economy.

State Budget Institution of Arkhangelsk Region "Regional Centre for Energy Saving"


State Budget Institution of  Arkhangelsk Region "Regional Centre for Energy Saving" was created February 2, 2010 on the basis of the Order № 29 "On the establishment of an autonomous institution of the Arkhangelsk region" Regional Centre for Energy Conservation "(GAU JSC" RCE "), an autonomous institution founded by the Ministry of Fuel and Energy and Housing Communal  Service of the Arkhangelsk region. In accordance with the Order of the Government of the Arkhangelsk region on May 10, 2011 № 262 and the Charter of the State budget institution of Arkhangelsk Region "Regional Centre for Energy Saving" from July 21, 2011 public autonomous institution of the Arkhangelsk Region "Regional Centre for Energy Saving" was renamed as state Budget Institution of  Arkhangelsk Region "Regional Centre for Energy Saving" (SBI Arkhangelsk region "RCE").

GBI of  Arkhangelsk Region "Regional Centre for Energy Saving" carries with citizens on energy savings and energy efficiency within the frames of competence of the institution.



Northern (Arctic) Federal University


Northern (Arctic) Federal University named after M.V. Lomonosov(SAFU) established in accordance with the presidential decree of October 21, 2009. According to the decree of the Government of the Russian Federation dated April 7, 2010 SAFU was formed on the basis of the Arkhangelsk State Technical University. Since April 2010, the rector of SAFU is Doctor of Philosophy, Professor Elena Kudryashova

Strategic objective of SAFU is providing scientific innovation and personnel support of protection of geopolitical and economic interests of Russia in the North Arctic region (NAR) by creating a system of continuing professional education, integration of education, science and production, strategic partnership with the business community.



The City Hall of Arhangelsk



Arkhangelsk was founded in 1584 by the decree of Ivan the Terrible. Since the beginning of the XVII century and until today the city is one of the largest seaports in the North of Russia.

Arkhangelsk is the administrative center of Arkhangelsk Region. It is located at the mouth of the Northern Dvina River where it flows into the White Sea. Territory of the municipality "City of Arkhangelsk" is 29442 ha. Arkhangelsk - it is not only the industrial center of the region, but culturally - historical capital of "Pomerania", the birthplace of the northern culture, traditions and history.
