|With perspective of the international cooperation: exposure visit to Serbia was organized in the frames of EMIS component of Russian EEB Project|
In the end of 2017 the delegation of UNDP-GEF Project «Buildings energy efficiency in the North-West of Russia» took a part in the educational visit to the Republic of Serbia in order to gain the experience in the field of municipal energy management system use and to share Russian experience with Serbian colleagues in the budgetary sector.
Organizers of this exposure visit - Ministry of energy of Serbia, FSBI «REA» and United Nations Development Programme (UNDP).
The Russian delegation consisted from the specialist and key Project`s partners, including Pskov regional energy manager.
Delegated took a part in the International seminar «Implementation of energy management in Serbia». Within this event participants exchanged their opinions and experience in the field of such systems adaptation and implementation with Serbian and Japan colleagues. For Russian delegated it was also presented an experience of city energy management system on the example of Kraguevats and Panchevo, delivered by domestic energy managers Ana Radozhevich and Biljana Jordan.
Within the joint educational trainings the hands-on practical experience of the energy management systems implementation steps on the municipal level was presented to the participants. Especially interesting is Serbian experience of implementation of informational-analytical system EMIS, which allows to monitor the actual energy consumption in municipal buildings and determine the deviations with the further management decision making. The data, accumulated in this system, is being displayed on the special monitors, installed in the most part of municipal buildings in Serbia, which allow to inform employees and students about actual energy resources consumption and achieved economy. EMIS implementation in Russia was supported by UNSP and Ministry of energy of Russian Federation.
In the frames of this educational visit is was also held a meeting with the board of the Engineering Faculty of Belgrade university. Within this event participants exchanged their experiences in the field of energy management educational programms. Belgrade university representatives demonstrated the laboratories, equipped with the cutting-edge units and devices aimed at practical lessons. As a result of this visit, delegates agreed to organize the joint online trainings for specialists in the field of energy management. Project`s educational advisor Alexander Moskalyov presented informational materials and booklets, prepared within the UNDP-GEF Project «Buildings energy efficiency in the North-West of Russia».
Interesting and useful was also a visit to the biomass power plants, that produces electricity using corn and rye silage. Despite the fact that the electric power is being produces from the renewable source of energy, its prime cost is twice higher compare to the traditional methods.
Based on the results of this study tour, it`s obvious that the implementation of energy management systems in the budgetary sector on the municipal level as well as informational systems development, is one of the key global trends. The participants decided to continue the bilateral cooperation in the field of municipal energy management systems in the frames of UNDP-GEF Projects in Russia and Serbia.
