To begin the new kindergarten's life after renovation, the red ribbon was cut by the first Deputy Head of Ostrovsky district's Administration, Julia Kolpinskaya and the Manager of the UNDP-GEF Project, "Building energy efficiency in the North-West of Russia," Vitaly Bekker.
In the opening speech, the First Deputy Head of the district administration heartily thanked the representatives of the UNDP-GEF Project for the capital repairs of the kindergarten. According to her, all work has been done promptly and with high quality. "Implementation of the project on energy efficient renovation of the kindergarten "Raduga" is a great example of how much efficiency you can extract from intelligent application of modern technology. In this case, the work that was conducted allowed us to solve many problems, Yulia Kolpinskaya said. The kindergarten became much warmer and brighter, and the technical solutions that were applied greatly improved the working conditions for the staff and comfort for the little students".
She also stressed that the municipality highly appreciates that this project was an opportunity to save substantially on the budget. For five months, this amounted to more than 200 thousand rubles. "By the way, the municipality also participated. We completed the project with our contribution: the roof of the building was replaced and new asphalt was installed on the roadway from Karl Marx street to the entrance of the preschool institution." Julia Kolpinskaya explained. Separately, she thanked the construction company "Home Service Plus," who performed the energy-efficient modernization of the kindergarten building, as requested by the Project.
"I think that this experience of extra-budgetary funds will be sought after in the entire territory of the Pskov region. As for us, we hope that the cooperation of the UNDP-GEF Project with the Ostrovsky district will be continued in the future," Julia Kolpinskaya said.
At the preliminary stage, experts of the international consulting company conducted an analysis of energy consumption and energy efficiency of the of the kindergarten facilities, and revealed spots with irrational use of energy resources. The main heat loss occurred through external building envelopes, which was discovered during a thermal vision examination.
The implementation of a significant set of energy-saving technical solutions was required to increase the energy efficiency for the kindergarten "Raduga."
A working draft included insulation of facades in the main and additional buildings, in the basement with subsequent plastering, and insulation of coating for the main building (attic floor), and roofing of the additional buildings.
In addition, the list also included the replacement of wooden windows with energy efficient windows, partial replacement of electricity networks, installation of led lamps, replacement of insulation for pipelines of heat networks, the recovery of existing individual thermal unit with the installation of climate control, and the supply valves in the wall fence.
The work, which was performed through late 2016 and early 2017, helped to significantly reduce energy consumption and improve energy efficiency. Cosmetic repairs of the premises were also held with help of parents and staff of the kindergarten.
According to the Head of the Department of Education of the Ostrovsky district, Alexey Grigoriev, the institution was changed not only from an engineering perspective but also aesthetic.
After completion of the project, in early February 2017, the specialists of the international consulting company, AF-Consult, conducted an evaluation of energy efficiency for the renovated building, including the instrumental examination. The result confirmed the expected effect.
According to preliminary estimates, the energy efficient solutions applied in the kindergarten, "Raduga," reduces thermal energy consumption by 95%, compared to the baseline. The electricity consumption will be decreased by almost 65%. Energy-efficient capital repairs will also reduce the greenhouse gas emissions of nearly 54 tons per year, which will certainly contribute to the improvement of the ecological situation in the city.
