The Russian Federation Ministry of Construction proposes to establish requirements for buildings, structures and facilities aimed at energy savings and improving energy efficiency, according to the decree published by the Ministry.

The project, in particular, proposes to introduce a provision on the mandatory implementation of the energy efficiency requirements for persons engaged in the design, examination, construction, commissioning and operation of constructed, reconstructed, or renovated heated buildings, structures or constructions. It was suggested to install the following indicators characterizing the compliance with the energy efficiency requirements of buildings, structures, and constructions:
— indicator of specific annual consumption of energy resources for heating and ventilation for all types of buildings, structures, and constructions
— indicator of specific annual consumption of electric energy for communal needs, and indicator of specific annual consumption of thermal energy for hot water in apartment buildings
— indicator of specific annual consumption of energy resources for cooling (including air conditioning) for all types of buildings, structures, and constructions, except apartment buildings.

In addition, the Ministry plans to establish regulatory technical requirements for ensuring the achievement of indicators which characterize the compliance with the energy efficiency requirements entered into force from the date of approval thereof; and technical requirements, ensuring the achievement of indicators which characterize the compliance with the energy efficiency requirements entered into effect in subsequent periods.
