As the Deputy Minister of Energy, Anton Inyutsyn noted, the housing sector is the largest consumer of thermal energy, more than 40% of all produced heat goes for heating, however, energy consumption for heating in Russia is much higher than in many other countries with similar climatic conditions.
"So increasing of energy efficiency in this sector is one of the long-term priorities of the state policy in the field of energy saving. Approved by the Government of the Russian Federation, priority requirements for energy efficiency will help through the use of modern energy-saving technologies to reduce thermal energy consumption by 20-30%, and the consumption of electricity for lighting from 2 to 10 times and significantly improve the quality of utilities. Of course, to implement these requirements in practice, we have to work. The Russian Federation Ministry of Energy hopes that the regions will provide information to the relevant regional and municipal authorities and their subordinate organizations, organizations of construction and the capital repairs' sectors: regional operators for capital repairs and authorities for construction supervision and expertise. In turn, the Russian Federation Ministry of Energy plans in the framework of its competence to provide careful monitoring of their actual implementation, taking into account the social significance of new requirements," - the Deputy Minister said.
Reference: Priority requirements for energy efficiency are developed by the Ministry of Energy within implementing the action plan (road map) to improve energy efficiency of buildings, structures, constructions, approved by the decree of the Government of the Russian Federation from 01.09.2016 No. 1853-p, and stipulate the mandatory use of energy efficient technologies in new construction and during capital repair of housing and non-residential buildings. Energy-efficient requirements are general in nature and apply equally to public and private companies of construction and for capital repairs.
