The EMIS program that provides monitoring of energy consumption for public sector objects was launched within the implementation of the UNDP-GEF Project, "Building energy efficiency in the North-West of Russia," which has been operating in the Pskov region since 2015.

This project is supported for dissemination in Russia by the RF Minister of Energy, A.V. Novak.

Integrating into the EMIS will help monitor monthly consumption of energy resources, maintain their control and accounting, ensure transparency of their consumption, and reduce the burden on the budget of the Pskov region through the implementation of energy efficiency measures.

By the order of the Vice-Governor of the Pskov region, A. V.Kuznetsov, implementation of this direction is entrusted to the JSC "Pskov communal systems" where server hardware and software were installed.

Under a gratuitous technical assistance in the Pskov region, at the expense of the UNDP-GEF Project, "Building energy efficiency in the North-West of Russia," energy efficient equipment, cabinets, and controllers for data collection were transferred.

This equipment is necessary to collect data on actual energy consumption and automatically transfer the information into the EMIS.

Currently, all data collection and transmission devices are mounted on forty budget facilities of the city of Pskov and in the Pskov region. The list of facilities was agreed with the State Committee of the Pskov region on Tariffs and Energy, the main priority in the selection were the objects of social significance, namely health facilities and educational institutions.

On the pilot demonstration object of the MBPEI kindergarten "RADUGA," in the town of Ostrov, a controller was installed for the purpose of energy resources accounting, consumption, and flow of information into the EMIS. The EMIS can then assess the effect of energy savings achieved after the measures applied for energy efficient capital repairs in 2016 at the expense of the UNDP-GEF Project.

The installation of this equipment on objects of the budgetary sphere will ensure a data exchange with the EMIS by sending it to the server where the data will be converted and saved.

Transfer to the server of previously connected objects is already underway. Today, you can see the real heat consumption online for the buildings in the city of Pskov and the Pskov region.

On 16.03.2017, the amount of automatically observed readings in total is 17,293.

The final stage includes the adaptation of the EMIS to the requirements and standards of the HCS of the RF. It will soon be able to present a full range of analytical possibilities of the program to the Executive bodies of the Pskov region, as well as to replicate the experience of the Pskov region in other regions of the Russian Federation. The successful experience of the Pskov region in 2016 is being promoted in another region of the North-West: the Vologda region.
